The match was done between Parcel_No and PIN. Most likely, these permits belong to parcels that no longer exist.</SPAN></P><P><SPAN>After this result, an updated Parcels_Historic layer was used for georeferencing. This brought the match success rate up to 99.07% from 82.8%. </SPAN></P><P><SPAN>For future updates, the 'UpdateCellTowers from csv' Notebook can be used.
